dog menace and animal rights

This is to bring you an incident of real life and then seek your opinion or comments.
 As a student of medicine i happened to come across many a cases which were heart wrenching, but here i am going to speak one such incident. It was a busy afternoon at the hospital and at about 2.PM when we were about to go for lunch we recieved a case of dog bite. The patient was a boy of 13 years and was bitten by a dog in their village a few days before. The dog being rabid(i.e., infected with rabies) and the parents not realising its gravity have neglected the boy with proper treatment. Now, in the hospital the same boy has reached a stage where only one thing is possible, and thats the death of the boy. As it was too late for any treatment, all the measures that were taken failed and the boy died around midnight. It was a horrifying death and the boy died of severe spasms and respiratory failure.
Do we blame the young boy for moving out of the house? or do we blame the parents for not giving immediate treatment to the boy? or do we blame their illiterate status and poverty? .............................this kind of questioning can go on and on, but would it bring the young boy's life back?
The problem is with the organisations which try to protect the animals and insensitive individuals like Meneka Gandhi who are concerned with the animals and don't bother to think of human beings. And the problem is with the authorities who yield to such erractic and insentive demands of these individuals and organisations. They are not concerned about the life of human beings. They dont mind putting human lives at stake in order to save a dog's life...pity their understanding. These so called protectionists stay in places surrounded by compound walls and travel by cars, what about the general public and the poor man whose daily bread is earned only through hard work. Will the so called protectionists provide them their bread if they are bitten by such mad dogs? They should  have realised that India is endemic to rabies. Their actions would be more sensible if one member of their families meet a tragedy similar to that of the young boy. Or at the least should be willing to rear a bunch of such dogs at their residences. These are the people good at preaching but miserably fail in practice.
So whom do we finally blame? Its another blame game which will continue ..............................................
